City Turns up Heat on Dog Owners

Victoria -- The rescue of a german shepherd from a sweltering SUV Thursday morning, involved two Victoria Police officers, an animal control officer and a tow truck. The cost to taxpayers: more than $300. But all the dog's owner paind to get his pooch back from the pound was $35, the impound fee. The city of Victoria is about to get tough on dog owners who leave their pets inside a hot vehicle. It's ammending the Animal Control Bylaw to add fines. Councillor Thornton-Joe says education is key, but an animal's safety is crucial. She says fines would likely cover the cost of rescuing an animal and keeping it at the pound until it's claimed. A dog owner herself, Thornton-Joe lets 13 year old Akela cool down in the shade with plenty of water. "People don't realize that animals need to pant to cool off. They cool through the pads of their feet. Even on a hot day, even with te windows rolled down, the car can get very hot in a very short time," she says. Inside a black SUV, the temperature can rise from 23 ot 30 degrees in less than 10 minutes. The city's bylaws could change as soon as this fall. It's a move that many dog owners support, but they admit they wouldn't mind even tougher penalities. "I can't say this enough. There's no reason to leave a dog in a car in this weather," says Victoria SPCA Manager, Penny Stone. "I would love if they could be given a ticket right there and then."
